To give you a basic idea here is the general definition

PPL: Pay per lead and you are given a commission when someone enters their email address and also verifies it. The commission depends on country of origin of traffic.

PPS: Pay per sign up, you are paid a percentage commission when someone signs up (or enters money) in the service you are promoting. for example , if someone buys a $70 service on a webcam website then you might be given a 30-50% commission on that.
